KKCCC demands justice
ITANAGAR, Jan 18: The Kurung Kumey Collegians Coordination Committee (KKCCC) has demanded arrest of the concerned doctor and nurse holding them responsible for death of one Bengia Yame at Arunachal State Hospital, Naharlagun on January 8 last.
Alleging negligence and irresponsibility of doctor and nurse on duty, the KKCC said “what is baffling to the family and relatives of the deceased is the post mortem report associated with the death of late Yame for ‘smashed collar bone’ on both side.” She was hale and hearty until the morning of January 8, it said. It requested the law enforcing authority to arrest the concerned doctor and nurse.

Lok Adalat cum Legal Awareness camp held

NAHARLAGUN, Jan 18: The Apatani Cultural and Literary Society, Ziro,the Apatani Career Guidance Forum (ACGF), Itanagar and many prominent leaders of the state deeply mourned the death of former Arunachal Pradesh Legislative Assembly Speaker Padi Yubee who passed away in Guwahati on Friday.
In a condolence message, ACLS said “He was a man of fine personality and one of the assets of Apatani community having contributed a lot in the social field including in the field of development of the area.” ACGF said “his premature demise has caused an irreparable loss to the Apatani community in particular and Arunachal Pradesh in general.”

Speeding car rams into vehicles, many injured
ITANAGAR, Jan 18: Several vehicles, including a motorcycle, were rammed by a speeding

Infuriated by the incident, the angry mob had tried to set the vehicle ablaze after smashing and overturning it. However, the vehicle was saved from burning down.
Later, security force fired tear gas to disperse the angry mob.
Reportedly, the vehicle belonged to home department and was being driven by a minor at the time of incident. According to eyewitnesses, there were three to four minor boys inside the vehicles and they fled the spot immediately after the accident.
A case (No 13/2014) Under Section 279/338 IPC has been registered at Naharlagun police station and investigation launched, Police said.
Meanwhile, All Naharlagun Youth Welfare Association (ANYWA) demanded immediate arrest of the culprit(s) and financial assistance to the victims.
‘EIA study on Kalai-

ITANAGAR, Jan 18: The Environmental Impact Assessment (EIA) for 1200 MW Kalai II Hydroelectric Project (HEP) located on Lohit River in Anjaw district cannot even qualify to be called an EIA study. This according to New Delhi based organization South Asia Network on Dams Rivers and People (SANDRP) who have said that the detail analysis of the EIA study reveals that the study is incomplete, inadequate and shoddy.
A document released by SANDRP critiquing the project has revealed that the EIA study by WAPCOS cannot clearly state whether Kalai II is a storage project or a run of the river project. The EIA study is also not clear about the height of the dam.
The Kalai II project is being developed by Kalai Power Private Limited (KPPL), which is the Special Purpose Vehicle of Reliance Power Limited. A MoU with the Government of Arunachal Pradesh was signed on March 2, 2009 to develop the project.

NEW DELHI, Jan 18: Chief Minister Nabam Tuki and Meghalaya CM Dr. Mukul Sangma were jointly briefed today about the benefit and potential of geo textiles based activities in the North Eastern states by leading government and industry experts at New Delhi today.
In a comprehensive presentation given by representatives of Ministry of Textiles, Government of India, National Jute Board, Ernst and Young (Business Advisory Firm) and Ahmedabad Textile Industry Research Association, the benefits of the use of geo textiles in the infrastructure sector, anti erosion and flood protection, irrigation, disaster mitigation and avenues for entrepreneurship development in the sector were highlighted.
The special briefing came in the wake of a recent policy initiative by the Central Government to extend financial support to geo textile based projects to promote ecologically balanced techniques in various sectors ensuring minimum environmental impact. Both the CMs concurred upon the suggestion to take up select pilot projects in the states with assistance from the Central Government within this financial year. An expert team would visit both the states to work out the modalities for the implementation framework within this month.

Do away with culture of commission: PPA
ITANAGAR, Jan 18: Taking serious note of the alleged ‘commission and bribe giving culture’ prevailing in the entire system of governance, PPA secretary general Dr. Ashan Riddi stated that this system has unfortunately ruined the country and took it to a point of no return.
Describing the alleged system as a rich legacy of national political parties like Congress and the BJP, Dr. Riddi said that the multicrore TG spectrum allocation, coal block allocation, commonwealth games and cash for vote scams at the national capital and the hydro power scam, political defection scam and Rs 1000 crore PDS scam at Itanagar are few examples of corruptions that rocked the conscience of the nation and as well as the people of the Arunachal Pradesh.
According to Dr. Riddi, the cancerous germ of corruption is a universal phenomenon and the simple people of Arunachal too are gradually accepting it as a way of life. Appealing the leaders to exercise maximum restraint, particularly those in power, who are captaining the whole show, Dr. Riddi stated that the trend is too dangerous and if not treated timely, the youths and the deprived poor could opt for antisocial activities.
He also appealed to the religious leaders of all faiths to take few moral and ethical classes of the corrupt in their respective jurisdiction to lessen the woes of the public in general and few genuine contractors in particular.
He said that the national parties like BJP and Congress, who crafted the national Hydro Power policy for Arunachal in 2002 have no moral authority to talk about eliminating corruptions. “The defective Statehood Act 1987 placing the entire rich natural resources of Arunachal under the command of New Delhi will only empty the coffer of the Arunachal and its citizens. The only panacea, therefore, to uproot the root cause of corruption is through a people centric revolutionary mode as was done successfully by the Aam Aadmi Party of Arvind kezriwal in Delhi, Dr. Riddi opined.
The enactment of a strong Lok Ayukta law with strong political will to enforce the clauses of the law will go a long way in curbing the menace of ‘commission’ and bribes in public life, Dr Riddi further added.
Taking note of the reported complaints lodged by All Arunachal Pradesh Contractors Associations against the ‘commission culture, Dr Riddi asserted that the only solution to this problem is stop giving bribe.
If voted to power, we will leave no stone unturned to wipe out the culture of commission and bribe giving, Dr Riddi asserted.
Agriculture Dept conducts awareness camp on Foxtail Millet cultivation
AALO, Jan 18: In a move towards popularizing the ‘Nutricereals’ in the district, agriculture department West Siang district had conducted a district level awareness training on cultivation practices of foxtail millet at Aalo on January 17. Altogether 200 farmers representing Aalo East and West Block were given training on the occasion.

Karbom Riram, District Agriculture Officer spoke at length on the scope and potentialities of foxtail millet cultivation. He had pointed out the economic importance, nutritional and medicinal values of this wonder cereal. Mishmi society to revive the institution of Igus

ANINI, Jan 18: Amid the pressures of modern life and the spread of religious missionaries in Dibang Valley and Lower Dibang Valley districts, the Mishmi society is looking towards ways to revive its declining shamanistic traditions.
As first step to revitalize the institutions of shamans or the Igus, as known locally,
the community apex body -
Sipa Melo, a renowned priest from Mishmi society and IMCLS member said that such organization will enable all Igus to come under one umbrella and provide a platform to share common concerns on gradual decline on role of Igus.
An IMCLS public meeting was held at Anini on January 14 for ‘Revival of Igu in the Mishmi society.’ The speakers during the meeting acknowledged the role of Igus in almost all major aspects of Mishmi life.
The Igus are the central icon in the arena of religious beliefs and practices of Mishmi people and carries on with the traditions, which is the most essential aspects of Mishmi culture. They are also the repositories of knowledge on ancient Mishmi traditions and history.
Speaking for the need for revival of ancient culture, Dr Mite Lingi, life member of IMCLS said that the revival of institution of Igus can be the tool to fight rapid cultural degradation in the community.
“The Mishmi society is at the risk of forsaking its traditions as it is faced with the pressure to assimilate into mainstream society,” he said. "So the institution of Igus must be strengthened as it can find a way to comfort people in distress since many in the community look towards Igus for religious and spiritual guidance."
The challenge also to the institution was the declining numbers of Igus. The Mishmi tribe, which numbers around 13000 in undivided Dibang Valley, has not more than 35 Igus. And most of these shamans are aged above 50.
“If we do not pass our priestly skills to next generation, it will die out,” said Melo. So to enable modern generation of Igus to fill the gap, he suggested opening schools that will teach the skills and knowledge of Igus to younger generation.
Though ideally shamanism is perceived as a gift of God, few individuals in the community have become Igu by their sustained effort. For example, an individual member willing to become an Igu has to assist a powerful shaman priests over a long period of time learning the chants, legends and history of the tribe from the beginning of creation and learning all ceremonial rites.
IMCLS also explored on the role of Igus in revival of the traditional decision making

However, with the onslaught of modernity, such decision making bodies in Mishmi community has been on decline. Therefore, IMCLS sought to institutionalize the council of Igus to revive the community decision making institutions since they have spiritual and moral influence on the masses.
For example, the council of Igus can play crucial role in eradication of bad social practices like minimizing the number of Mithuns sacrificed during Reh festivals. In Mishmi tribe, there is no limit on the number of Mithuns that a person may sacrifice. And in the race for fame, the person organizing Reh festival indiscriminately slaughters the animal in huge numbers.
Also the Igus can call for ban on all Indian Made Foreign Liquors (IMFL) served during all Igu rituals and Reh festivals. This according to IMCLS will save money spent on excessive drinks and can help revive local economy.
APDA reacts to allegation, appeals for calm
ITANAGAR, Jan 18: Expressing shock and grief over unfortunate death of Bengia Yame, Arunachal Pradesh Doctors’ Association (APDA), in a release said that the doctors and nurses of the Arunachal State Hospital are still baffled by the death.
“The death occurred despite successful operation by the surgeon for patellar fracture. However, the exact cause of rib fracture will come to light only after investigation. However, it may also occur during CPR done by the medical personnel as a last resort to save a dying patient,” the APDA release said.
Responding to allegation and speculations that appeared in local dailies after the death of the patients, APDA claimed that the drug ‘Ceftazidime’ is not banned. However, police should immediately send the entire seized drugs to drug testing laboratory and obtain reports to ascertain the standard of drug administered.
“If any drug is found counterfeit or spurious then the company concerned should be dealt appropriately as per law,” the release said.
APDA appealed all to maintain calm till detailed investigation is conducted by the committee constituted by the Government and report submitted.
APDA said that the demand for arrest of doctor and nurse by some NGOs before completion of due process of investigation is not justified.
“A doctor cannot be arrested unless his negligence is proved,” it said adding that “a government doctor being a group “A” gazetted officer require prosecution order from Govt to effect arrest.”
“The medical profession is a noble profession and it should not be brought down to the level of a simple business or commerce as being done by few with vested interest. Doctors do not guarantee life. They only do their best to save life based on their scientific knowledge,” the release added.
‘Stop hiring of taxis from outside Arunachal”

“We welcome all types of vehicles, including transport, commercial taxis coming from entire North East and Arunachal Pradesh.
The tourist permit approved by the Govt. of Arunachal Pradesh is valid for entry into the State of Arunachal Pradesh. But it does not mean that they should ply their vehicles in sectors, colonies and local areas depriving the unemployed local taxi professionals from their source of income and livelihood,” the AAPPTF memorandum said, and demanded the DC to stop the practice immediately.
Many local unemployed youths are even unable to repay their loans availed from the government to purchase their vehicles due to this practice, it said.
The memorandum also demanded the DC to provide parking place/lot for commercial vehicles in Tawang, conduct Regional Transport Authority (RTA) meeting with the District Transport Officer (DTO) involving the Tawang District Unit of AAPPTF once in every year to solve various problems faced by the transport commercial vehicle in the district headquarters.

The local unemployed youths were selected from remote villages of Arunachal Pradesh like Gengi, Sibriette , Ditten, Siloni, Sogum, etc of West Siang District and from Chauldhua, Mohari camp ,Ming Mang, Gogamukh, Adut, Parbatipur, etc villages of Dhemaji and villages like Kowarbari, Boginadi, Medhihuti, Ghilamara, Thekeraguri etc. of North Lakhimpur district of Assam.
Meanwhile, the selected youths called on the Executive Director, Subansiri Lower HE Project at Gerukamukh and were introduced to the senior officers and other employees of NHPC. The NHPC ED Rakesh wished them all the best and encouraged them to complete the training programme successfully.

It was a very pleasant morning when I was browsing the news headlines in my mobile habitually, a particular information caught my eyes, touched my heart. “Denhang Bosai conferred with Bharat Jyoti Award” presented by Dr. Bhishma Narayan Singh (former Governor of Assam and Tamil Nadu) at New Delhi for his extensive media coverage and writing skills. Really a good deed never
goes unrewarded or unnoticed. I personally feel that it was not only
one of the proudest moments for IPR department but for all the
Arunachalees being the proud citizens of India.
Noted litterateur and Tirap DIPRO Bosai is a distinguished name in the state, the person, who has a greater faith in the power of the pen than in that of a sword. His unique writings connect one’s mind
with another; persuade the readers to take up the view which Bosai holds on particular subjects/topics. He is a disciplined officer but not very strict in regular office dealings. I personally know him very closely for more than two decades and I had a chance to work with him for many years.
He is also lovable for his exceptional character and style; the man who never gets angry or criticizes anyone publicly. His dedication, devotion and service to the state can’t be easily measured. The well
known social thinker and critic Bosai writes regularly for newspapers, magazines, journals and periodicals and many of his articles have been published in Times of India, India Today and Outlook. He has written a book titled ‘A collection of Nocte Folksongs, Folktales and Proverbs’.
For his sincere, dedicated and outstanding services, he was conferred with a Gold Medal by the government of Arunachal Pradesh in the year 2013 before receiving the National level Bharat Jyoti Award.

The Chairman suggested that OFT and FLD on Cereals and vegetables should be emphasized.

Training on Farmers’ Right Act. 2001
Earlier, the Tirap KVK had organized an awareness – cum – training programme on Protection of Plant Varieties and Farmers’ Right Act.2001 on January 15 in the Conference Hall of SDO office, Deomali. The programme was sponsored by the Protection of Plant Varieties and Farmers’ Right Authority, Ministry of Agriculture, Govt. of India. The inaugural session of the programme was chaired by G. Singpho, SDO, Deomali. Among others, Deomali Zila Parishad Member was also present in the programme.
Dr. Mukul Kumar, Associate Professor, CHF, CAU Pasighat attended the programme as
resource person. He imparted the training with a detailed farmer friendly power point
presentation. Altogether 103 farmers of Tirap district attended the programme. This

Meanwhile, the organizing committee chairman while vehemently condemning the unruly behavior by those fans and supporters, regretted for the inconvenience caused to both the teams and audience present during the match.
He said that elaborate security arrangement will be made for the remaining matches by deploying security personnel in each and every gallery. Stern action will be initiated as per law against unruly fans and supporters, he cautioned.
The organizing committee has further decided to sell limited tickets for audience for the remaining matches on security ground and requested the audience to take seat before an hour from start of the match.

The repeated attacks on doctors and nurses during duty time have left many staffs frightened. In absence of proper security, these staffs are not able to concentrate in their duty. It is not for the first time that we are hearing such kind of report. Most of the government officer’s have complained about lack of security. The threats and intimidation to officers has become quite common these days. People often criticize stating that government officials don’t do their work properly. However, if they are not allowed to function freely, then how can we expect them to work sincerely? Public has big role to play in this regards. On the other hand state government should ensure full proof safety and security of their officers.
